Support for lowering of `__builtin_amdgcn_logb` and `scalebn` for AMDGPU
builtins to clangIR.
Followed similar lowering from clang->llvmir:
`clang/lib/CodeGen/TargetBuiltins/AMDGPU.cpp`.
