Alexis Engelke 96ec23096c [tools][examples][NFC] Drop remaining uses of BranchInst (#187293) 
This only leaves SandboxIR/SandboxVectorizer, MLIR and Polly before we
can mark BranchInst as deprecated.

Also fix recent introductions from #182223.
