Andrew ee51de9836 [llvm-cov] add ability to show non executed test vectors for mc/dc coverage (#187517) ...

- Added `-show-mcdc-non-executed-vectors` option
- Non-executed test vectors now are tracked
- When the opt is present it's get written to UI
